CT2507Z034 - Tender for Implementation and Maintenance of Single Digital Identity 2.0 System

Background

The current Single Digital Identity (termed as SDI from henceforth) 1.0 system is an internet-facing system that was commissioned on 31 Jan 2021 and handles centralized authentication, provides single-sign-on (SSO) and multi-factor authentication (MFA) capabilities for SDI-integrated applications. As the existing system is already more than 4 years old and the current maintenance contract will be ending on 31 May 2026, SATS is looking to build a new future-proof SDI 2.0 system to replace the existing legacy system but still continue to provide the existing functionalities or further improve on the existing functionalities.


Business Objectives

The new SDI 2.0 system will continue to provide the following functionalities for the existing SDI-integrated applications:

a)     Centralised Authentication;

b)     Self-Service Password Change and Reset;

c)     Access Management and SSO;

d)     MFA;

e)     Auditing & Reporting;

f)     System Administration & Configuration

In addition, the SDI 2.0 solution shall be able to be extended to provide the following features for consideration by SATS in the future, without having to build another system or buy software licenses from an entirely different product vendor. The features are:

a)     Access Request and Approval Workflows;

b)     Access Request Provisioning / De-provisioning Workflows;

c)     Access Rights Reviews and Certifications

With the above features made available in one integrated solution, the vision of SDI 2.0 is to potentially become a full-fledged Identity and Access Management (IAM) platform and Identity Governance and Administration (IGA) platform for the whole SATS group, potentially comprising APAC (Asia Pacific), NA (North America) and EMEA (Europe, Middle East, Africa) users.


Tender Closing Date: 3rd September 2025, 1200hrs (Singapore Time)

Tender document will be available on 11th August 2025 for download in Ariba. Tenderers must ensure that their bids are submitted though the ARIBA platform by the specified tender closing date and time. All tender documents submitted must be duly signed and stamped.

Please sign the NDA as indicated above and attach it in the email.
