Implementation and Maintenance of Staff Transport Management System

SATS invites qualified and experienced IT system implementers/solution providers to implement Staff Transport Management System (TMS) and provide 3+2 years of annual maintenance support.

For the scope of this project, it will be for Airport, Cargo and Catering Operations staff who works on shifts. System will be used by Transport Management team, Duty Managers, Staff, transport operator and drivers.

This is a new system implementation and not a technical upgrade or migration. The project aims to implement a unified, SATS-owned system that provides seamless, end-to-end transport management lifecycle - planning, booking, execution, visibility and reporting - across bus and taxi operations. TMS is expected to integrate with HR, and Rostering systems.

Target roll out date is before May 2027

The new TMS needs to achieve these objectives:

  • Improve employee experience through self-service and by leveraging on modern digital technologies such as Mobile App and GPS Map.
  • Streamline transport operations through a unified platform for bus and taxi services and establish a scalable and vendor-independent transport platform.   
  • Reduce administrative effort and improve productivity.
  • Strengthen governance, visibility and operational controls and minimise transport cost leakage
  • Improve data quality, business intelligence, enable integration and automation across enterprise systems.

Proposals will be evaluated based on following factors (including but not limited):

  • Fulfilment of requirements and completeness of your solution
  • Ease of integration with current SATS systems for data and login authentication
  • Technical Expertise
  • Prior Experience in implementation of SaaS or custom built transport management related systems
  • Solution scalability, security, and maintainability
  • Cost competitiveness (implementation, licensing, and support)
  • Implementation approach, delivery timeline, and availability of local support
  • Company’s financial stability and viability, cybersecurity posture.

Do note that we will require you to acknowledge and sign a Non-Disclosure Agreement when you email us on your interest.

Tenderers should not communicate directly or indirectly with SATS or any of the employees of SATS regarding this submission other than through e-mail to the designated individuals above.

Tender document will be available on 07 Aug 2026 for download in Ariba to registered vendors below. Tenderers must ensure that their bids are submitted though the ARIBA platform by the specified tender closing date and time. All tender documents submitted must be duly signed and stamped.

Please note that full tender documents will only be released to suppliers that have signed the Non- Disclosure Agreements

3. Non-Disclosure Agreement (NDA)
Interested parties need to acknowledge and sign on a Non-Disclosure Agreement which will be sent when you indicate your interest

4. Project Briefing
Provide email address(es) of attendees who will attend project briefing (tentatively set to be) on 13 Aug 2026, 1600 – 1730hrs (Singapore Time)
