CT2606Z082 TENDER SPECIFICATIONS FOR MICROSOFT DYNAMICS 365 BUSINESS CENTRAL ERP IMPLEMENTATION AND MAINTENANCE SUPPORT

SATS invites qualified and experienced IT system implementers/solution providers to implement Microsoft Dynamics 365 Business Central system as SATS tier-3 ERP system and provide 2+1 years of annual maintenance support.

For the scope of this project, it will be for 5 subsidiaries/joint-ventures who are currently using Microsoft Dynamics Navision 2017 in a single instance which will have its end of life in Jan 2027.

The 5 subsidiaries/associates are:

1.       Ground Team Red Singapore Pte. Ltd. (GTRSG)

2.       Ground Team Red Sdn. Bhd. (GTRMY)

3.       Ground Team Red Holdings Sdn. Bhd. (GTRH)

4.       SATS Seletar Aviation Services Pte. Ltd. (SSAS)

5.       SATS Plaza Premium Group (SPPG)

3 of them are based in Singapore (GTRSG, SSAS, SPPG) and GTRMY, GTRH in Malaysia.

The ERP is the backbone for the business and is the source of truth for the 5 entities’ financials.

This is a re-implementation project and not a technical migration and requires setting up of a unified template with requirements from SATS HQ for reporting visibility at the group level and this template will used for future onboarding of new entities.

The ERP is expected to integrate with various systems such as government e-invoicing platforms, SATS financial consolidation system OneStream and banks (such as UOB, Hong Leong, BNP Paribas).

There will be a need to migrate the data (master data migration, transactions and balances as of cutover date).

Target roll out date is before Navision end of life before 11 Jan 2027; if not latest by end of financial year March 2027.

The new ERP needs to achieve these objectives:

A.      Modernize the ERP platform

·       from on-premise legacy NAV to Business Central SaaS

·       enable faster upgrades/patches and compliance to Cybersecurity standards

·       faster adoption of new features,

·       reduce reliance on customizations by adopting standard BC functionalities

B.      Standardize and Simplify Business Processes

·       Harmonize processes across entities

·       Easier onboarding of new entities and support

C.     Enable financial visibility and data-driven decision making

D.     Enable scalable, cloud-based operations

E.       Reduce total cost of ownership

F.       Support future digital innovation

The new ERP will need to comply to local IFRS for Singapore and Malaysia and cover these functional areas (the relevance and extent of the module may differ for each entity and with standardization/harmonization of process):

1.       Procurement,

2.       Finance (GL, AP, AR, Fixed Assets)

3.       Sales Order Processing (subjected to vendor’s solution whether requirements should be best fulfilled in this module or Finance module based on best practice, and operational efficiency)

4.       Cash and Bank Management,

5.       Budgeting,

6.       Cost Accounting,

7.       Inventory Management,

8.       Lease Accounting (minimal for IFRS16 accounting)

Proposals will be evaluated based on following factors (including but not limited):

  • Fulfilment of requirements and completeness of your solution
  • Ease of integration with current SATS and/or its subsidiaries systems and external government systems like e-Invoicing systems, bank systems
  • Technical Expertise
  • Prior Experience in implementation of MS Dynamics 365 Business Central, and/or migration from Navision system to Business Central,
  • Solution scalability, security, and maintainability
  • Cost competitiveness (implementation, licensing, and support)
  • Implementation approach, delivery timeline, and availability of local support
  • Company’s financial stability and viability, cybersecurity posture.

Tender document will be available on 3 Jul 2026 for download in Ariba to registered vendors below. Tenderers must ensure that their bids are submitted though the ARIBA platform by the specified tender closing date and time. All tender documents submitted must be duly signed and stamped.
